Steering Head Race Removal
The top race can be removed using a screwdriver or punch and tapping it out from the bottom of the steering neck with a hammer. Because there isn't an exposed 'lip' of the bottom race to tap out the same way this is usually the problem area when it comes to replacing the races. There are a couple of methods to get the bottom race out:
Either a small portion of the inside of the steering head can be ground away immediately above the race using a Dremel tool or other small grinding tool/bit allowing a punch/screwdriver to get a bite and tap it out from the top side of the steering neck.
If you have access to a welder you can run a bead
around the middle of the race itself. As the race cools it may fall out very
easily or can be tapped out on the weld bead from the top of the steering
neck. The steering neck paint may get burned if your not careful and do this
slowly (small sections at a time).
